Golden Egg #17 is unlocked when you obtain 3 stars on all levels of The Big Setup. To get the star fill in all the pigs then slide Big Brother (the big red bird) to the left and right. Note, Android users, there was a bug in this level that would prevent you from getting the star. It was fixed with the v1.5 update
